A "reader" looks at a script for a variety of reasons and decides for someone else (ex: a contest judge or a producer) whether it is a CONSIDER or a PASS based on their initial impressions.
An "editor" works with the writer on improvements that can be made so that when a reader gets it there is a greater chance it will get a CONSIDER stamp
Most of my clients are screenwriters, but I do work with a handful of book writers.
Yes, it is, I dabble in writing horror, but do not specialize in it.
Yes, occasionally I find myself working with a writer that doesn't write romance or drama. But I specialize in romance, drama, and period pieces.
